Scope:
- The
Business Analyst will support the design and delivery of a police data
warehouse and related data standardization initiatives, and the
modernization of data acquisition and access for correctional services
such as:
- Gathering
complex business and data requirements, supporting data integration, and
translate business and operational needs into clear, artifacts (process
models, business rules, data definitions, data dictionary, etc.).
- Working
closely with business stakeholders and data engineering teams to define
data requirements, document transformation logic, and ensure the delivery
of high quality, analytics-ready datasets.
Assignment Deliverables:
1. Business & Data Requirements
- Lead
end-to-end requirements gathering across ministry and justice partners.
- Document
and validate:
- Business,
functional, non-functional, data, integration, and reporting requirements
- User
stories, acceptance criteria, and business rules
- Ensure
requirements are clear, prioritized, and aligned with data acquisition and
governance objectives.
2. Data Analysis, Modelling & Mapping
- Analyze
current-state (including non-relational) data and document key elements.
- Define
target relational data structures, including:
- Entities,
relationships, and normalized tables
- Primary
and foreign keys aligned to business domains
- Develop:
- Source-to-target
mappings (column-level)
- Transformation
logic (analytics-ready / SQL-ready)
- End-to-end
data traceability
3. Process, Data Flow & Integration
- Produce
core artifacts:
- Process
maps and workflows
- Data
flow diagrams and data models
- Integration
and interface requirements
- Identify
data flows, integration points, and system dependencies.
- Support
solution design by ensuring requirements are feasible and aligned with
architecture.
4. Data Standards, Governance & Quality
- Develop
and maintain:
- Data
definitions, business rules, and data dictionary
- Naming
conventions and metadata standards
- Align
deliverables with ministry data governance frameworks.
- Support
design of data management processes (intake, validation, quality
controls).
- Maintain
requirements traceability and support validation to ensure datasets are
accurate, complete, and analytics ready.
Requirements
Experience and Skill Set Requirements:
Must Haves:
- Extensive
senior-level business analysis experience: Minimum 8+ years experience
as a Business Analyst, including leading end-to-end requirements across
business and data needs, with expertise in requirements traceability, gap
analysis, and Agile delivery tools (e.g., Azure DevOps, JIRA).
- Strong
data management, integration, and governance expertise: At least 5+
years experience working with data, including analyzing, mapping, and
integration within complex enterprise environments, including data
modelling, lineage, and transformation, as well as applying data
governance frameworks to support standardized, analytics-ready datasets.
Skill Set Requirements:

- Minimum
8 years as a Business Analyst supporting medium to large enterprise
projects.
- At
least 5 years leading end-to-end requirements across business, functional,
data, and reporting domains.
