About the Position

Dexis is seeking End-Use Monitoring (EUM) Specialists to support anticipated programming with the Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL). This opportunity will support End-Use Monitoring (EUM) in Haiti to accomplish INL’s mission of strengthening law enforcement, public security, and criminal justice institutions. 

This position is contingent upon contract award. 

Responsibilities
  • Conduct EUM activities, including field inspections and verification of defense articles and related assets.  
  • Perform on-site assessments to ensure compliance with export control requirements, property accountability standards, and program guidelines.  
  • Monitor the use, storage, and disposition of equipment and materials to identify discrepancies, misuse, or risks.  
  • Collect, document, and report field data accurately in accordance with established EUM protocols and reporting requirements.  
  • Assess risks and identify potential vulnerabilities in supply chain, logistics, and asset management processes.
  • Support verification of inventory records and reconciliation of physical assets with documentation.  
  • Prepare clear, concise field reports and contribute to overall program reporting and compliance documentation.  
  • Utilize compliance tracking systems and Microsoft Office tools to maintain accurate records and reporting outputs.  
  • Operate independently in high-risk and complex environments while adhering to security protocols and safety requirements.  
  • Coordinate with program staff, local stakeholders, and government officials to facilitate access, inspections, and information gathering.  
  • Demonstrate cultural awareness and professionalism when engaging with U.S. personnel, Haitian nationals, and government counterparts.  
  • Travel throughout Haiti, including to remote or high-threat locations, to conduct monitoring activities.
Qualifications 
  • Minimum three (3) years of experience in export compliance, defense logistics, property/asset. accountability, supply chain management, or monitoring and evaluation. 
  • U.S. Citizen.
  • Ability to obtain MRPT.
  • Fluency in Haitian Creole required. 
  • Based in Port-au-Prince, Haiti. 
  • Proven ability to conduct field inspections in challenging environments. 
  • Strong analytical and organizational skills, risk assessment abilities, and independent operational skills are required. 
  • Proficiency in Microsoft Office and compliance tracking systems. 
  • Able to drive armored vehicles.
