Lead aquatic biologist supporting infrastructure projects in Quebec. Provide technical leadership, conduct fish and habitat inventories (electrofishing), impact assessments, permitting, mitigation/compensation design, construction monitoring, client/regulator liaison, proposal preparation, and mentor junior staff.

Leads Parsons’ highway infrastructure business across Eastern and Northern Ontario. Oversees multidisciplinary civil design teams, major MTO highway projects, project delivery, quality assurance, staffing, and client relationships. Develops the regional roads and highways business plan, supports proposals and business development, and manages schedules, budgets, subcontractors, and technical deliverables. Requires extensive highway engineering and project management experience, Ontario P.Eng. registration, and a strong record leading transportation infrastructure programs.

Designs, reviews, and coordinates temporary traffic management plans for major transportation and infrastructure projects. Responsibilities include construction staging, detours, lane closures, traffic-control layouts, standards compliance, contractor coordination, field inspections, audits, technical reporting, cost estimates, and corrective recommendations. The role assesses impacts on motorists, pedestrians, cyclists, transit, emergency services, and adjacent properties while supporting safe and efficient traffic flow throughout construction.
