About the Role

The Site Development Project Manager will lead all activities related to securing, evaluating, and preparing a major site for development as part of a large-scale megaproject. This role requires exceptional project leadership, technical expertise in site assessment, and strong stakeholder management skills. You will oversee the entire lifecycle of site development—from initial search and evaluation to permitting and community engagement—ensuring compliance with regulatory requirements and alignment with project objectives.  This role reports to the VP of Engineering & Projects.

Key Responsibilities

  • Strategic Planning & Roadmap Development
    • Collaborate with the Engineering team to develop a comprehensive understanding of project requirements and create a detailed roadmap for successful site acquisition and development.
  • Site Identification & Acquisition
    • Lead the site search process, collaborating with legal teams and brokers to secure the selected site.
    • Negotiate site terms and secure local incentives to support project feasibility.
  • Technical Assessment & Due Diligence
    • Engage and oversee consultants to assess technical data, including soil conditions, environmental impact assessments, and utility infrastructure requirements.
    • Evaluate local economic drivers such as procurement ecosystems, logistics networks, and utility availability.
  • Stakeholder & Community Engagement
    • Lead community engagement efforts to foster local acceptance and support for the project.
    • Build and maintain relationships with local authorities, economic development agencies, and other stakeholders.
  • Permitting & Regulatory Compliance
    • Manage the full permitting process, ensuring timely approvals and compliance with all municipal, provincial, and federal regulations.
  • Project Management & Reporting
    • Oversee all aspects of site development project management, including budget control, schedule tracking, and risk management.
    • Ensure all documentation is organized, up to date, and easily accessible.

Qualifications & Experience

  • Education:
    • Bachelor’s degree in Engineering, Project Management, or a related field.
    • PMP or equivalent certification preferred.
  • Experience:
    • Minimum 8–10 years of experience in site development, industrial projects, or large-scale infrastructure projects.
    • Proven track record in managing complex, technical, multi-stakeholder projects.
  • Skills:
    • Strong knowledge of permitting processes and regulatory frameworks in British Columbia, Quebec and Ontario.
    • Excellent negotiation, communication, and stakeholder management skills.
    • Ability to interpret technical reports and manage consultants effectively.
    • Proficiency in project management tools and MS Office Suite.

Working Conditions

  • Based in Vancouver with periodic travel to prospective and selected sites.
  • Ability to work in a fast-paced, dynamic environment with multiple priorities.

Classification: This position is classified as Technical Level IV with an annual salary guide of $100k - $150K
