We are also looking for a leader who can successfully manage complex projects across multiple sectors including aviation, healthcare, government, and other large-scale public or institutional environments. The ideal candidate thrives in technically sophisticated, stakeholder-rich environments and brings experience leading projects from early planning and design through construction, commissioning, and close-out. This role requires a collaborative leader who can align diverse technical teams, manage risk, and ensure projects are delivered on scope, schedule, budget, and quality expectations.Responsibilities & Qualifications
What You'll Do
Project Leadership & Delivery
Lead complex, multidisciplinary building projects from concept through design, construction, commissioning, and close-out.
Manage scope, schedule, budget, quality, and risk across multiple engineering and specialty disciplines.
Develop and maintain integrated project schedules and execution plans.
Identify and proactively mitigate project risks, issues, and interdependencies.
Ensure deliverables meet client objectives, performance requirements, and regulatory standards.
Collaborate with the Prime Consultant on design and construction phasing strategies that preserve uninterrupted airport operations, including sterile zone integrity, airside/landside boundary management, and passenger flow continuity throughout all construction phases.
Stakeholder & Client Management
Serve as the primary point of contact for clients, partners, consultants, and contractors.
Facilitate stakeholder workshops, coordination meetings, and executive briefings.
Align project outcomes with client operational needs and long-term strategic objectives.
Build strong relationships across public-sector agencies and institutional clients
Collaborate with the GTAA-specific stakeholder including Transport Canada, CATSA, CBSA, NAV CANADA, ACAS, airline tenants, and ground handlers.
Maintain RAIC (Restricted Area Identity Card) clearances and ensure all Introba personnel meet GTAA security access requirements.
Technical Oversight & Coordination
Oversee and coordinate the work of engineers and specialty consultants, including Mechanical, Electrical, and Plumbing (MEP), Technology and ICT systems, Security systems, Sustainability and energy performance, and other building systems and specialty disciplines.
Review and monitor design progress to ensure technical integration across all building systems.
Interpret contracts, specifications, and technical documents.
Monitor change management, cost controls, and consultant performance
Ensure design and construction compliance with Transport Canada Aerodrome Standards, GTAA Design Guidelines, and applicable NFPA/TSSA requirements for occupied terminal environments.
Construction & Commissioning Support
Provide leadership during construction to ensure alignment between design intent and implementation.
Coordinate commissioning activities across building systems. Support transition of completed systems through project close-out.
Develop plans coordinating shutdowns, and system cutovers within operational windows.
Business Development & Growth
Support proposals, pursuits, and strategic growth initiatives.
Contribute to strengthening client relationships and expanding Introba's presence across sectors.
What You'll Bring
Required Qualifications
Bachelor's degree in Engineering, Architecture, Construction Management, or related field.
10+ years of experience managing large, complex building projects.
Demonstrated experience delivering multidisciplinary projects within aviation, healthcare, government, or other large public/institutional environments.
Strong understanding of building systems integration (mechanical, electrical, technology, security, sustainability).
Proven ability to manage scope, schedule, budget, risk, and quality.
Experience coordinating multiple consultants and contractors in complex project environments.
Excellent leadership, communication, and facilitation skills.
Ability to manage competing priorities in fast-paced settings.
Demonstrated experience delivering capital projects within a live, operational environment.
Eligibility and willingness to obtain Transport Canada Security Clearance and GTAA RAIC.
Preferred / Nice to Have
Experience in aviation facilities or other highly regulated environments.
Experience with technology-rich and security-intensive facilities.
Familiarity with public-sector procurement processes and regulatory frameworks.
Professional designation such as PMP, P.Eng., PE, C.E.T, or equivalent.
Experience managing program-level budgets exceeding $500M across concurrent workstreams.

Introba is committed to pay equity. As part of that commitment, we have provided the base compensation range of $130,000 - $160,000 annually for this position and local market. We recognize that each candidate brings a unique set of skills, experience, education and competencies to the table that will be reflected in our offer.
