Position Overview
The Senior Manager, Access and stakeholder relations, Quebec and Atlantic Canada is responsible for developing and implementing regional strategies that support timely and appropriate patient access to Pfizer medicines and vaccines.
As the primary field-based market access lead for Quebec, New Brunswick, Nova Scotia, Newfoundland and Labrador, and Prince Edward Island, the Senior Manager will build trusted relationships with provincial public payers, reimbursement and funding decision-makers, and health-system stakeholders. The role will bring regional payer priorities, funding pathways, customer needs, and health-system insights into national and cross-functional access planning.
Working across Access & Value, Oncology, Medical, Policy, Government Relations, Communications, Commercial, and other functions, the Senior Manager will translate national reimbursement strategies into province-specific action plans, address access barriers, support negotiation readiness, and advance implementation following funding and listing decisions.
Key Responsibilities
Regional Market Access Strategy
• Lead regional market access strategies for Quebec and Atlantic Canada, aligned with national portfolio, therapeutic-area, and product priorities.
• Translate national reimbursement strategies into province-specific plans reflecting payer priorities, funding pathways, health-system structures, evidence needs, and customer insights.
• Develop and execute cross-functional access and launch-readiness plans for priority pipeline, launch, and in-line products; identify reimbursement pathways, implementation dependencies, and potential barriers.
• Provide regional perspectives to national reimbursement, evidence-generation, portfolio, forecasting, and launch planning, and recommend actions to address emerging risks and opportunities.
• Establish clear objectives and measures of success, prioritize activities with the greatest potential to improve access, and adapt strategies as payer needs and the external environment evolve.
• Conduct all activities in accordance with Pfizer policies, applicable laws, industry codes, privacy and lobbying requirements, and required adverse-event and product-complaint reporting procedures.
Public Payer Engagement, Reimbursement Planning and Implementation
• Build and maintain trusted relationships with provincial public payers and stakeholders involved in health technology assessment, reimbursement, formulary management, procurement, funding, and implementation.
• Maintain a strong understanding of each payer's priorities, processes, evidence expectations, listing criteria, administrative requirements, and implementation practices.
• Lead or support payer engagement throughout the product life cycle, including early pipeline discussions, pre-launch planning, reimbursement review, negotiation preparation, listing implementation, and post-listing follow-through.
• Provide provincial insight into health technology assessment, payer value propositions, reimbursement submissions, evidence-generation priorities, pan-Canadian Pharmaceutical Alliance negotiations, and product listing agreement planning.
• Translate payer and health-system needs into actionable cross-functional recommendations and communicate relevant clinical, economic, patient, and system value information with appropriate internal partners.
• Identify gaps between reimbursement decisions and patient or institutional access, develop practical solutions with internal and external stakeholders, and escalate material barriers or risks.
Field-Based Customer Leadership and External Insights
• Serve as Pfizer's primary field-based market access contact for key public payer and health-system stakeholders across Quebec and Atlantic Canada.
• Develop and maintain strategic account plans, stakeholder maps, engagement objectives, customer insights, and follow-up actions for priority payers and access customers.
• Engage customers regularly to understand their priorities, constraints, decision-making processes, and evolving evidence needs, and position Pfizer as a knowledgeable and solutions-oriented partner.
• Monitor regional health care, reimbursement, funding, procurement, and policy developments; synthesize implications and provide concise, actionable recommendations and early warning of risks.
• Build relevant relationships with patient, professional, industry, academic, research, and life sciences organizations; participate in selected forums and working groups that support appropriate access objectives.
• Coordinate regional engagement and connect customers with Pfizer subject-matter experts to ensure consistent positioning, clear objectives, and effective follow-through.
Cross-Functional Access Leadership
• Lead cross-functional regional access planning and ensure payer insights are integrated into reimbursement, evidence, policy, stakeholder, and product strategies.
• Align internal teams on objectives, roles, engagement plans, timelines, key messages, and follow-up actions, while supporting a cohesive approach across therapeutic areas.
• Influence decisions and build shared accountability in a highly matrixed environment; connect field and head-office perspectives and provide concise recommendations to senior leaders.
Government Relations and Policy Support
• Partner with Government Relations and Policy colleagues when political, legislative, regulatory, procurement, or health-system developments may affect reimbursement or patient access.
• Provide market access insight for government engagement, policy submissions, advocacy, and stakeholder strategies, and participate in selected government meetings when access expertise is required.
• Identify policy barriers and support solutions that advance appropriate patient access and health-system sustainability.
Qualifications and Experience
• University degree in science, health sciences, pharmacy, epidemiology, economics, business, public policy, or a related discipline; a relevant graduate degree is an asset.
• Minimum five years of relevant experience in market access, reimbursement, public payer engagement, pharmaceuticals, health care, government, policy, or a related sector.
• Strong knowledge of Canadian public reimbursement, health technology assessment, public drug programs, and provincial funding processes, with strong knowledge of Quebec and familiarity with Atlantic Canada preferred.
• Demonstrated experience developing regional access strategies, supporting launches and reimbursement planning, and building trusted relationships with payers, funding decision-makers, and health-system stakeholders.
• Experience with pan-Canadian Pharmaceutical Alliance negotiations, product listing agreements, formulary implementation, or public procurement is an asset.
• Strong business acumen and ability to translate complex payer, clinical, economic, policy, and health-system information into clear recommendations.
• Proven ability to lead cross-functional work and influence in a matrixed environment, supported by strong project management, analytical, communication, presentation, negotiation, and problem-solving skills.
• Ability to manage multiple priorities across a broad geography and travel regularly within Quebec, Atlantic Canada, and elsewhere in Canada.

Qualifications et expérience
