The client
is seeking a senior program manager capable of leading a major digital
transformation program encompassing several interdependent IT and business
projects, not a single project manager.
The ideal
candidate will have prior experience as a strategic advisor to executive
bodies, not just as an implementer reporting to a project committee. The terms
"integrated governance," "strategic decision-making," and
"prioritization of initiatives" indicate a portfolio management role,
not direct operational delivery.
The
requirement of two management coaching mandates involving the implementation of
tools indicates that the candidate must have a track record of transferring
management skills, not just implementation skills.
The Level 2
security clearance and the clause prohibiting participation in calls for
tenders related to the Nova Program indicate a sensitive government context
with exclusive mandates.
