The Change Management Specialist will lead and support the deployment of Copilot M365, analyze organizational impacts, design change strategies, and collaborate with the AI Team Lead during the adoption process.
As
part of its digital transformation strategy, the AMF seeks to engage the
services of a Change Management Specialist to support the deployment and
adoption of Microsoft’s generative AI technologies—specifically Copilot M365.
This initiative aims to progressively integrate generative AI into the core of
the organization's work practices, particularly within cross-functional office
processes.
- Following
an experimentation phase and the establishment of an initial group of users and
champions, the organization is preparing to launch a phase of controlled
expansion for Copilot M365. This pivotal stage aims to extend the use of the
tool in a structured, responsible, and value-generating manner, while
simultaneously ensuring user buy-in and effectively managing organizational
impacts.
- The
selected resource will contribute to steering this initiative in close
collaboration with the AI Team Lead and will participate in work related to
Microsoft’s AI stack, operating within a dynamic environment that encompasses
human, organizational, ethical, and governance-related considerations.
Scope
and Requested Activities for a Specific Mandate
- Lead
and coordinate change management activities related to the deployment and
adoption of Copilot M365 within the context of a controlled expansion.
- Analyze
the organizational and human impacts associated with integrating generative AI
into work practices, particularly office processes.
- Design,
implement, and refine change support strategies that foster user buy-in,
ownership, and the responsible use of Copilot M365.
- Provide
support to user communities, managers, and key stakeholders as they evolve
their work practices.
- Collaborate
closely with the AI Team Lead and relevant teams to ensure consistency across
initiatives related to Microsoft’s AI stack. Contribute, as needed, to advisory
activities and to the integration of work into the organization's AI governance
mechanisms.
Deliverables

- Depending
on the progress of the work and organizational needs—including but not limited
to these items—the resource may be called upon to produce the following
deliverables:
- A
change management strategy supporting the deployment and adoption of Copilot
M365 within a context of controlled expansion.
- Analyses
of the organizational and human impacts associated with integrating generative
AI into work practices.
- An
analysis of the stakeholders and target audiences affected by the adoption of
Copilot M365.
- Support
approaches and plans designed to foster the gradual uptake of Copilot usage by
users.
- Frameworks,
tools, or templates aimed at supporting user communities and managers.
- A
communication and awareness plan—as needed—tailored to the various phases of
the deployment.
- Evolutive
recommendations enabling the adjustment of adoption approaches based on lessons
learned.

Profile
and Specialization
- In
addition to the criteria outlined in the framework agreement—specifically
regarding requirements for experience and technological environment—the
sought-after resource must have worked on large-scale projects, serving as a
key contributor in developing a change management strategy and coordinating the
resulting activities within the context of implementing new technological
solutions.
- The
resource must possess the following professional skills:
- Demonstrate
a structured and strategic approach to planning and steering change management
initiatives related to Generative AI;
- Demonstrate
a thorough understanding of the impacts of Generative AI on work practices,
particularly within cross-functional and collaborative office processes;
- Be
capable of guiding the organization through a phase of controlled expansion of
Generative AI, adjusting the pace of change according to the maturity level of
users and teams;
- Be
comfortable operating in contexts where frameworks, usage patterns, and
reference points are not yet fully established, while consistently upholding
the principle of prudence;
- Exercise
sound professional judgment and pragmatism to advance effectively within
uncertain and evolving environments;
- Demonstrate
keen political acumen and the ability to collaborate closely with strategic
stakeholders;
- Possess
a strong ability to simplify complex concepts and tailor messaging to specific
target audiences;
- Demonstrate
fluency in both oral and written communication within the context of
facilitating sessions and guiding change initiatives;
- Demonstrate
autonomy, rigor, strong analytical and synthesis skills, and the ability to
perform effectively under pressure. The resource must undergo the necessary
process to obtain a Level 2 security clearance from the Ministry of Public
Security.

- Possess
demonstrated practical experience in the organizational deployment of Copilot
M365, including change enablement.
- Have
actively contributed to change management initiatives related to the adoption
of Copilot M365 among both end users and managers.
- Demonstrate
mastery of the Copilot suite products—including Copilot Chat and Copilot
Studio—covering both their practical applications and their technical
capabilities.
- Possess
concrete experience implementing Copilot within real-world work practices,
particularly within cross-functional office processes.
- The
resource's primary work location must be Quebec City.
